A tool to figure out who's responsible for a civic problem

Context
The governance structure of Indian cities is quite complex. People only have a proximate idea for which governing body is responsible for a particular problem, and very rarely know an individual's name.
For example, when a road has potholes in Bangalore, you might blame the BBMP, but you might not know who in the BBMP is the directly responsible individual and who is the most likely to address your claim. For other issues like an active construction site polluting a road with debris, and causing noise pollution, people may not even know that they can call the pollution control board to investigate and address the issue, and looking up an official's name for a particular municipal ward can be a nightmarish even with good search tools like Perplexity.
India is a country of many languages and great internal migration: many feel disenfranchised because they never speak the local language of governance and cannot communicate with the officials directly.

A tool that anyone can use to figure out which government agency and official is responsible for any civic problem.
